Introduction
The Flinders Street redevelopment will be the largest component in a sweeping CBD revitalisation to restore life to the city. When fully developed, the new CBD will focus on the following.
Economy
Viability. The introduction of vehicular traffic will provide increased shop front visibility and a retail environment conducive to attracting a new mix of tenants. Adequate and attractive spaces for alfresco dining will also unleash a new dynamic of contemporary entertainment options in the CBD.
Our Home
A sense of belonging. The redevelopment re-establishes Flinders Street as the traditional heart of the city and region. It will be a place residents can enjoy and again be proud of, a place that they deserve.
People
Inclusiveness. Increased access and improved line of sight will create an exciting environment that is inviting and offers something for everyone. With a focus on connectivity and ease of movement the new Flinders Street will provide a pleasant experience all year round.
Amenity
Comfort and convenience. An inviting and safe place accessible to all by day or by night. A place that will include people friendly surfaces, with improved shade and circulation, connecting activities and experiences designed to enhance the shopping and entertainment experience.
Aesthetics
Character. The integration of street furniture, vegetation and lighting combined with existing trees and greenery will create a unique, open and visually appealing environment that captures the character and essence of tropical north Queensland.

Precincts
Flinders Street Central
The current Flinders Mall will be converted to a two-way calm traffic street with parking opportunities, wide footpaths and plenty of amenities and seating. The introduction of vehicular traffic will provide increased shop front visibility and a retail environment conducive to attracting a new mix of tenants. The redevelopment will also reinforce the defining heritage corners of Flinders Street with special lighting for classic, historic buildings. Unity and safety in the CBD will be greatly facilitated by the new Flinders Street Central development, which will in turn improve the shopping and lifestyle potential of the precinct.
Stokes Street City Square
The redevelopment includes a waterfront City Square in Stokes Street from Flinders Street to Ross Creek. This will mark the heart of the CBD and provide a central point of reference for residents and visitors alike. The City Square will be a place for relaxation and is distinctively designed with an events space, terraces, information kiosk, public amenities, café, and a police beat.
Stokes Street Transport Terminal
The design and functionality of the existing bus terminals will be improved by the development of the Stokes Street Transport Terminal. This will be the city centre’s main bus station, comprising numerous bus set-downs and shelters on either side. Transport movements in and out of the CBD will be substantially improved.
Flinders Street East
Flinders Street East will be revamped to remove the street’s much criticised median lighting poles and awning attachments. Vehicular movement will remain unchanged but the pedestrian amenity will be improved. These improvements will restore the street’s heritage character and improve connectivity between Flinders Street East and Flinders Street Central to create a simple and elegant identity.
