Building Certification
On 31 March 2009 Townsville City Council resolved to discontinue providing building certification services, previously provided by “Thuringowa Building Certifiers” and “Concert Consultant Certifiers”.
As such Townsville City Council encourages persons requiring building permits, to use a building certifier appropriately licensed by the Building Services Authority (BSA).
Building certifiers can be found in the yellow pages under “B” for Building Certifiers or Building Surveyors or, by requesting a search through Building Services Authority on 1300 272 272.
It should be noted that section 51 of the Building Act 1975 stipulates, if a private certifier (class A) is not engaged for a building development application and the application is properly made under Sustainable Planning Act 2009, the council must receive, assess and decide the application.
Where new building development applications are lodged with council to assess and make decision on the application, the application will be forwarded to the panel of providers who are outsource private building certifiers, and additional council administration fees will be added to total charge.
Under The Sustainable planning Act 2009 section 578 (1); it is an offence for a person to carry out assessable development unless there is an effective development permit for the development. Maximum penalty - $166,500.00.
