The initial issue of a waste bin and recycling bin to a residential property is free. Thereafter the residential property owner is responsible for the security of the bins and must bear the cost to repair or replace any wheelie bins that may be damaged, lost or stolen.
Charges will apply for replacement wheelie bins or parts. Please check our current fees and charges.
How to order a new bin?
Residential waste or recycling bins can be order by phoning our Customer Service Centre on 1300 878 001 during office hours or by completing the Application - Waste/Recycling Services.
New 360L recycling bins now available
Council is now offering residents the choice of a larger 360L recycling bin for their fortnightly kerbside recycling collection. Customers starting a new waste and recycling collection service have the choice of upgrading to the 360L recycling bin and the standard 240L waste bin for an annual utility charge of $244 (normal rates for a 240L recycling bin and 240L waste bin are $224).
Customers with existing wheelie bin services can upgrade to the enhanced recycling service and the bigger 360L recycling bin for a fee of $25.00 and the applicable annual utility charge ($244).
Non-residential customers can also upgrade to the 360L recycling service for the annual utility charge of $100.50 (for a fortnightly service).

How to order bin replacement parts?
If you bin needs a replacement pin, lid, wheel or axle contact the council can provide this.
- The part can be purchased from either Customer Service Centre or any of the Land or Transfer Stations and fitted yourself.
- The part can either be ordered and paid for over the phone or at a Customer Service Centre. There is an additional charge for postage or if someone from Townsville Waste needs to come out to your property and replace the part for you.
How to replace bin parts?
Follow these simple instructions to change a part on your bin yourself.
Replacing Pins
- Lay your bin on its side.
- If any portion of the old pin is left in the handle, take a screw driver and knock the pin into the handle.
- Take a hammer and the new pin and tap into place.

Replacing Lids
- If any portion of the old pin is left in the handle, take a screw driver and knock the pin into the handle.
- Position the lid and take a hammer and tap the new pins into place (as per above image).
Replacing Wheels
- Lay the bin on its side.
- Position wheel on end of axle and push into place. (There is a small spring pin inside the wheel that locks into the groove on the axle).

Replacing Axles
- Lay the bin on its back.
- Thread axle through the casing at the bottom of the bin.
- Position a wheel on each end of the axle and push into place.
