Flammable and Combustible Materials

The storage of flammable and combustible liquids is regulated by the Dangerous Goods Safety Management Act (DGSM Act) and Regulations (DGSM Regulations).
The overall objective of the DGSM Act is to protect people, property and the environment from harm caused by hazardous materials. The primary agency responsible for dangerous goods in Queensland is the state government CHEM Unit.
However, under the DGSM Act, authority has been devolved to local governments to licence premises where Flammable and Combustible (F&C) Liquids are stored and impose licence conditions as well as enforce such conditions.
F&C Liquids constitute, by far, the largest group of dangerous goods commonly used in Queensland. Because of their potential to cause, or exacerbate a fire or explosion, they are considered to present such a large risk that special provisions for their storage and handling have been put in place under the DGSM Act.
A licence is required for any premises where the quantity of liquids stored exceeds the minor storage exemption limits set out in the Australian Standard - AS1940 "The Storage and Handling of F&C Liquids".
