Volume 2 - Policy Manual

The City Plan Unit aims to develop and maintain a planning scheme for the City of Townsville (City Plan 2005) that:

  • Furthers the aims of the Integrated Planning Act 1997 and the vision for the City to achieve ecologically sustainable development; and
  • Provides a robust, responsive and transparent environment for simplified development assessment reflecting the aspirations of the local community

The Townsville City Council commenced its new IPA compliant planning scheme, City Plan 2005 (Volume 1), on 1 January 2005 to manage growth in a balanced and sustainable way to ensure it is a liveable and modern city preserving its unique character and heritage, environment and enviable lifestyle.

The Council also commenced on the same day its new IPA compliant City Plan Policy Manual (Volume 2), supporting the local dimension of the new planning scheme.

The Superseded Planning Scheme

The superseded Planning Scheme was gazetted in 1994 covering the local government area of the time. The scheme was prepared under the Local Government (Planning and Environment) Act 1990.

Prepared in accordance with legislation governing the procedure at the time, the 1994 Planning Scheme was prescriptive, focussing on prohibiting types of development and development standards.
