Community Grants and Partnerships Policy updated
Council’s newly-reviewed Community Grants and Partnerships Policy will encourage more transparency around funding use.

Townsville City Council has today adopted a new Community Grants and Partnerships Policy to provide a more structured approach to supporting community groups and organisations.
The revised policy includes defined grant categories, strengthened eligibility and assessment requirements and improved processes for funding acquittal across the Community Quick Response Grants ($1000 - $5000) and Community Activation Grants (Competitive) ($5001 - $25,000) categories.
The updated policy was endorsed at today’s Ordinary Meeting.
Deputy Mayor Suzy Batkovic said the new policy would provide a clearer and more consistent approach to how Council supported community initiatives.
“Council is proud to support the many community groups and organisations that make a positive difference across our city,” Cr Batkovic said.
“The revised Community Grants Policy provides clearer guidelines around how funding is allocated and strengthens accountability measures.
“These changes will help ensure funding decisions are fair, transparent and consistent, while supporting projects and initiatives that deliver real benefits for our community.”
Cr Batkovic said it was important for Council to continue delivering community support while ensuring funding aligns with the organisation's strategic priorities.
“There is always lively discussion in the chamber when grants and partnerships are considered at Ordinary Meetings. As councillors, it’s our responsibility to ensure Council funding is used as effectively as possible to deliver the greatest benefit to our community,” she said.
“This revised policy will help guide those discussions and provide clearer expectations around how Council funding is allocated, while ensuring measurable community outcomes are achieved.”
Council’s Grants and Partnerships program includes Community Quick Response Grants, Community Activation Grants, Community Organisation Partnerships, Economic Activation Partnerships, and the Regional Arts Development Fund.

New Pinnacles Gallery Exhibition!
Intimate Imaginaries is a major touring group exhibition showcasing contemporary portrait-driven practices by artists from Arts Project Australia (APA), an internationally recognised studio and gallery supporting artists with intellectual disabilities.
The exhibition brings together 13 significant artists whose work reflects the strength, diversity, and evolution of practices developed at APA over the past five decades. Framed as a dynamic and “boisterous hive of activity,” the project emphasises artistic excellence, independence, and sustained creative practice within the APA community.
Intimate Imaginaries is exhibiting at Pinnacles Gallery 20 June to 4 October 2026.
