Water & Wastewater Application Process
This page outlines water and wastewater connection services across the Townsville region, including standard 20mm and non-standard water connections, sewer connections, service relocations and disconnections, fire service connections, and irrigation meters for developments.
It also explains when to use a Form 1 – Water Meter Application or a QAF0190 – Request for Connection Quotation, what information you need to provide, and what to expect after Council receives your application.
Which form do I need?

Form 1 – Water Meter Application
A Form 1 is a State Government form used for standard water meter applications. For Townsville City Council’s water connection process, Form 1 is used for standard 20mm water connections only. If the request is for a water connection that is not 20mm, or for another type of water or wastewater connection, you will need to submit a QAF0190 form instead.
What we require
- Completed Form 1 Water Meter Application (available on Council's Forms & Permits page or from Business Queensland).
- Property address, lot and plan details.
- Owner details, where provided on the application.
- Applicant name, contact person, phone number and email address.
- Site plan showing the proposed works and property details.
- Water pricing plans, where applicable.
- Payer details or an approved account number. Written authority is required if the fees are being placed on another party’s account.
- If available, a current image of the service location.
QAF0190 – Request for Connection Quotation
QAF0190 is used where the requested water or wastewater work requires a quotation because a standard fee is not available. This includes non-standard water meter connections, new sewerage connections, service relocations, service disconnections, fire service connections and irrigation water meters for developments.
What we require
- Completed QAF0190 Request for Connection Quotation form.
- Applicant name, postal address, telephone number and email address.
- Applicant details.
- Payer details.
- Property owner name and site address where the works will take place.
- Details of the proposed works, including a short description of what is being requested.
- Site plan clearly showing the location and extent of the proposed works to be quoted (if marking with a symbol, please ensure it is included in the plan legend.
- Requested connection size, if the request relates to a water connection.
- Any related development approval or application reference numbers, if applicable.
- If available, a current image of the service location.
What happens after Council receives your information?
- Application received: Council receives the submitted form and supporting information by email, online lodgement or another accepted channel.
- Initial review: The application is checked to confirm the correct form has been submitted with the required information and property requirements. Form 1 is used for standard 20mm water connections. QAF0190 is used for non-standard water or wastewater connection requests that require a quotation.
- Further information requested, if needed: If information is missing or unclear, Council may contact the applicant before the request can progress.
- Application created and tasked: Council creates the relevant application and tasks it to the appropriate team for assessment.
- Charges or quotation prepared: For Form 1 applications, applicable fees and charges are identified. For QAF0190 requests, Council assesses the request and prepares a quotation for the proposed works.
- Customer response and payment: For QAF0190 requests, a signed quote is required with the payment of the quote. For Form 1 applications, payment or account arrangements must be confirmed before the application is progressed.
- Works progress: Once the required approvals, payments or quote acceptance requirements are completed, Council will progress the request in line with the relevant process.
Before you submit
- Use Form 1 only for a standard 20mm water connection.
- Use QAF0190 for water connections that are not 20mm, relocations, sewer connections, disconnections, fire service connections, irrigation meters for developments or other non-standard works.
- Include all applicant, owner, payer and property details in their relevant fields.
- Attach plans or drawings that clearly show the location and scope of the proposed works.
- Include any related development approval or application reference numbers, if applicable.
