This is an application for the exhumation of a Deceased person’s body or their cremated ashes in a Townsville City Council controlled Cemetery.
Commercial Use of Council Areas
Commercial Approval Application
Businesses applying to use Council land for a commercial activity are required to complete this form. Please ensure you submit a completed Commercial Permit Risk Assessment Form and any other documentation required such as Public Liability Insurance, Certificate of Currency and other certificates, permits or licences that are relevant to your proposed commercial activity.
It is important for Council to license Commercial Approval in order to:
- Minimise impact generated by organised commercial activities on public open space, beaches, park assets.
- Ensure access is equitable to limited public space and beaches.
- Regulate activities of organised groups, including public liability and occupational health and safety concerns.
- Balance the needs of commercial activities on open spaces with those of local residents and visitors.

Commercial filming permit application (PDF 287.7 KB)
Our free permit application process is designed to facilitate and promote commercial filming activity. Please read through the application form prior to submitting, as your application may require supporting documentation such as traffic control permits, public liability insurance policy and CASA certification.
- Filming on private land: filming on privately owned land is at the discretion of the land owner.
- Filming on state and federal government land and roads: the appropriate permits need to be sourced from the relevant state and federal government authorities.
If you are a student, not-for-profit organisation or community group, you are not required to apply for a commercial film permit, but you are required to source permission.

To ensure the safe access and egress to private property over a Local Government controlled area. Before you can access a Local Government controlled area with a motor vehicle, you must complete and submit this application to be assessed in accordance with Subordinate Local Law 1.18 (Bringing or Driving a Motor Vehicle onto a Local Government Controlled Area) 2011.

Finance

Food Licencing

This application ONLY applies to commercial kitchens, mobile food vans, and non-profit businesses that sell meals on at least 12 days each financial year. Complete and submit the application at least 30 days before commencement of trade to ensure your application is processed on time.

Use this form if you are a non-profit organisations preparing food at a temporary food stall that does not require a licence (your organisation sells meals on less than 12 days in a financial year). This application applies to farm stays, bed and breakfast businesses, or the manufacturing of cakes, biscuits, slices, confectionery or preserves on a small or limited scale in a domestic kitchen (within a residential dwelling). This can include sale from home directly and/or the sale of these food products at markets and fetes. This application is for a food business that wishes to add, amend or cancel a food safety supervisor for their food licence. It is a requirement in Queensland that the licencee must have a food safety supervisor nominated for the food business who is easily contactable at all times. A business may have more than one food safety supervisor.

Pool safety legislation allows pool owners to decommission their swimming pool (including portable spa pools) instead of complying with the pool safety standards. After decommissioning the pool, the owner of the land must notify Council, who will issue an acknowledgement letter. There is no fee for this.

State government plumbing and drainage forms
Plumbing and drainage applications assessable under the Plumbing and Drainage Act 2018 must be lodged on the relevant Queensland Government approved plumbers and drainers forms.
Form 4 and Form 4A (notifiable work) and licensing forms are available on the Queensland Building and Construction Commission (QBCC) website.

Use this form to request plumbing and drainage records, including as constructed drainage plans, final inspection certificates and approved house design drainage plans.
Plans and certificates that may be supplied are from Council’s records only and do not include any notifiable or illegal works which may have been carried out on the property.
Road works
Online road work application (commercial & residential)
This application is for a road work permit that allows work to be undertaken on the road reserve (driveways, hoarding etcetera).
Work must not commence prior to receiving the permit.

Self Assessable Road Work Permit Application
This application is for standard driveways to houses in ‘greenfield’ urban developments, i.e. new residential estates, where the existing layback kerb and channel doesn’t need to be modified.
