The Townsville City Council 2017/18 Operational Plan and Budget was adopted at the Ordinary Council Meeting on Tuesday 27 June 2017. The budget will deliver a 5% cut on gross general rates for residential ratepayers.

2015/2016
The Townsville City Council 2015/16 Operational Plan and Budget was adopted at a Special Council Meeting on Tuesday 7 July 2015. The budget will deliver a 1.45% overall increase on rates and charges (or a rise of 92 cents a week) for an average residential property.

Annual Report
Our 2019/20 Annual Report was adopted by Council on 27 October 2020. This report underlines Council’s ability to manage cost-effective government and deliver core services to our community.
The 2019/20 annual report is one that highlights the importance of Councils collaborative focus on building a resilient city, while continuing to deliver the essential services our community expects. We were a community still in the midst of recovery from the impacts of the 2019 monsoonal flood event when we were faced with navigating the social, health and economic impacts of the COVID-19 pandemic.

Corporate Plan
Townsville City Council Corporate Plan 2020 - 2024 is Council's principal long term planning document which identifies the issues and priorities for council over the next 5 years and beyond. The Corporate Plan is the document from which other council plans, strategies, policies and processes are created.
The Corporate Plan 2020-2024 incorporates the policy commitments of the Mayor and Councillors, key initiatives outlined in the Townsville City Deal – Smart Cities Plan, the outcomes of the organisational review, and other key Council documents.

Strategic Asset Management Plan
The provision and upkeep of infrastructure and associated services is at the heart of Council’s long term commitment for the Townsville community. The protection and development of the city’s infrastructure is a core goal that Council aims to achieve through diligent, efficient and productive use of resources.

Corporate Governance Framework

2020-2024 Arts Strategy
The 2020-2024 Arts Strategy brings together Council’s visual and performing arts areas in one strategic document. It recognises the alignment of the two areas under common themes as well as their distinctiveness in providing programs and services for the community. Notably the strategy acknowledges the importance of the arts to community wellbeing and economic growth. It is informed by thorough community and stakeholder engagement.

The Townsville CityLibraries Strategic Plan underpins the libraries annual operational plan and budgeting processes over the next four years. It has community needs at its centre; addressing short, medium and long term opportunities and challenges. Innovation is a key component to the delivery of the strategy as we evaluate and transform our resources, services, programs and spaces while responding to local, national and international trends.

2020 RV and Camping Strategy
The RV and Camping Strategy has been prepared to establish a future direction for the provision of RV and camping options in Townsville, to enhance the experience of tourists and support the growth of local businesses. It seeks to maximise sustainable economic benefits from RV and campaign tourism through increasing visitation numbers, increasing spend and extending the length of stay of RV and campaign visitors to the Townsville region.

2018-2028 Sport and Recreation Facility Strategy
The Townsville City Council Sport and Recreation Facility Strategy 2018-2028 will help Council to achieve its vision to become a leader in the provision of high-quality sport and recreation facilities, building on the liveability of Townsville and enhancing the health and wellbeing of the local community through active, inclusive and diverse participation opportunities.
This strategy was developed to embrace the region’s love of sport and physical activity by guiding Council’s strategic approach to its facility network development, to further enhance participation opportunities and to recognise and further build on the efforts of local volunteers in running competitions.
Council’s Sport and Recreation Facility Strategy provided prioritised infrastructure developments based on an understanding of actual Townsville sport and recreation trends. This includes open spaces (fields, courts, tracks, etc.), as well as infrastructure (clubhouses, change rooms, etc.).
The practical recommendations of this strategy are designed to allow Townsville City Council to make informed, strategic decisions in relation to its management of the sport and recreation facility network in Townsville. They support and allow for easier and committed decision-making by Council that is strategic, prioritised, data driven, supported by policy and framework, well consulted and collaborative.
Council’s Sport and Recreation Facility Strategy will provide prioritised infrastructure developments based on an understanding of actual Townsville sport and recreation trends. This includes open spaces (fields, courts, tracks, etc.), as well as infrastructure (clubhouses, change rooms, etc.).

Frequently Asked Questions
For the Strategy, the following definitions, as per the Queensland Government Sport and Recreation Planning Program, are being used:
Sport is a human physical activity involving physical exertion and skill as the primary focus of the activity, with elements of competition where rules and patterns of behaviour governing the activity exist formally through organisations and is generally recognised as a sport.
(Active) recreation activities are those involving physical exertion where the primary focus is individual or group participation and enjoyment over elements of competition where rules and patterns of behaviour govern the activity. Active recreation does not include ‘active work’ or ‘active living’. For the purpose of this program, any reference to ‘recreation’ is defined as ‘active recreation’.
Activities that are not being considered in the strategy (based on the definitions above) include leisure activities such as fishing and recreational boating, as well as active transport and active living, which are or may be investigated by Council separately.
Ross River Waterway System - Management of Recreational Use Plan
With Townsville City experiencing positive population growth and strong economic growth, there has been a rising trend in the popularity and participation in a variety of water sports and other recreational pursuits on the Ross River, in particular, the Black Weir section, over the past five to 10 years.
In response, the Ross River Waterway System – Management of Recreational Use Plan has been implemented and will be revised every 3 years. The only changes to the recreational use arrangements are in relation to the zones in Black Weir.
