Public Notice: Strategic Contracting Procedures

On 4 December 2024 Townsville City Council proposes to adopt at its Ordinary Meeting the Strategic Contracting Procedures under Chapter 6, Part 2 of the Local Government Regulation 2012.

The Ordinary Meeting will be held at Council Chambers in Townsville starting at 9:30am.

It is proposed that Strategic Contracting Procedures will be applied to new contracts by Townsville City Council from 1 July 2025.

Townsville City Council undertakes open public tendering throughout the year for the purchase of goods and services. The information provided below aims to provide suppliers with advance notice of upcoming opportunities that Council has scheduled to release.

All care is taken in the preparation of this information, however Council may at its discretion and without issuing notice choose to delay, bring forward or remove the release of any tender listed.

Townsville e-Tendering System – VendorPanel

Council issues public tenders through an electronic system, VendorPanel, which enables you to view current tenders and freely download associated documents.

You will be required to register your details before you can browse current tenders, download tender documents, and make a submission. This is required in order for Council to contact suppliers about changes to tenders and quotations, should the need arise. Registration is also required in order to upload a tender response.

Prospective suppliers are encouraged to register on VendorPanel early to ensure that they are made aware and can access tender opportunities immediately upon release.

Council issues invitations for tenders in line with the requirements of the Local Government Regulation 2012 (Qld). Tenders will remain open for a period of at least 21 days and are accompanied by Conditions of Tendering available for download with each tender on VendorPanel.

Suppliers of goods and services to Council must view the Townsville City Council Standard Terms and Conditions of Contract for Purchase of Goods or Services (Terms and Conditions) document to ensure compliance with council's payment procedures and terms, delivery, insurance, workplace health and safety and pricing requirements.

Standard Documents

Suppliers of Electrical and Instrumentation goods and services to Council must view the Townsville City Council Electrical & Instrumentation Preferred Equipment Standard document to ensure compliance with Council's preferred electrical and instrumentation.

This document applies to all Townsville City Council employees, suppliers, contractors, and consultants working for, or on behalf of Townsville City Council.

Unless otherwise stated, it applies to all new, modified and end of life replacement equipment.

Unless specifically approved by the Townsville City Council Team Manager Mechanical & Electrical Services, all Electrical and Instrumentation equipment shall be selected from this preferred equipment list.
