Townsville City Council undertakes both open public tendering and strategic selective tendering throughout the year for the purchase of goods and services. The information below aims to provide suppliers with advance notice of upcoming opportunities that Council has scheduled to release.

Our procurement process is designed to achieve value for money, while operating with fairness and transparency.

Following a best-practice approach ensures that public funds are spent responsibly and in a way that provides the best value.

We are committed to supporting the local economy and encourage submissions from local businesses.

All care is taken in the preparation of this information, however Council may at its discretion and without issuing notice choose to delay, bring forward or remove the release of any tender, or contract identified in the Annual Contract Plan, where listed.

Strategic Contracting Procedures

Council has resolved to apply strategic contracting procedures under a pilot program to identified contracts from 10 December 2025 as per Chapter 6, Part 2 (Strategic Contracting Procedures) of the Local Government Regulation 2012. All other contracts will continue to apply the default contracting procedures until such time as they are transitioned to the strategic contracting procedures.

Strategic contracting procedures allow Townsville City Council to approach procurement activities most effectively, by identifying potential opportunities and mitigating adverse risks.

The procedures support Council in looking ahead to formulate a portfolio of procurement and contracting activities for at least a full financial year. In this way, we can consider the strategic implications of each activity and both support and align with the strategic direction of the Council’s Corporate Plan.

Purchasing

Suppliers of goods and services to Council must view the Townsville City Council Standard Terms and Conditions of Contract for Purchase of Goods or Services (Terms and Conditions) document to ensure compliance with council's payment procedures and terms, delivery, insurance, workplace health and safety and pricing requirements.

Standard Documents

Suppliers of Electrical and Instrumentation goods and services to Council must view the Townsville City Council Electrical & Instrumentation Preferred Equipment Standard document to ensure compliance with Council's preferred electrical and instrumentation.

This document applies to all Townsville City Council employees, suppliers, contractors, and consultants working for, or on behalf of Townsville City Council.

Unless otherwise stated, it applies to all new, modified and end of life replacement equipment.

Unless specifically approved by the Townsville City Council Team Manager Mechanical & Electrical Services, all Electrical and Instrumentation equipment shall be selected from this preferred equipment list.
