Conditional approval for extension to Rowes Bay residential care facility

Townsville City Council has given conditional approval to an application to extend a residential aged care facility in Rowes Bay.

The Acting Chief Executive Officer approved the application after Council officers determined that the proposed development, with the inclusion of appropriate conditions, was compliant with the City Plan 2014.

As they do for all development applications, Council planning officers carefully considered all submissions received as part of the assessment of the development and imposed conditions to ensure the proposed development could proceed without adversely impacting on nearby residents.

The conditions placed on the extension include:

• additional line markings for car parking on Havana Street,
• the installation of boundary screen fencing,
• requirements around the location of air-conditioning units away from adjoining property boundaries to reduce noise, and
• the development of an operational plan detailing how:
  • staff parking can be accommodated on site
  • noise associated with staff change overs will be reduced
  • service vehicles will be encouraged to use other access points, reducing traffic on Havana Street.

Council will also install a stop sign at the intersection of Havana and Palm streets to improve safety for residents.

Consideration of the application was delegated to the Acting Chief Executive Officer for a decision in line with legislation after all councillors declared a conflict of interest
