If you have received a fine from the Townsville City Council you have a number of payment options.

Pay online

You can pay your penalty infringement notice (PIN) easily online 24 hours after the infringement was issued.  All infringements must be paid within 28 days of the issue date.

Failure to pay PIN by the due date will result in further costs being incurred.  You will be responsible for the costs if by midnight on the 28th day:

  1. you do not make payment; or
  2. your payment is not honoured by your bank because of any cause not being an error by the Townsville City Council.

How do I know if my online payment has been accepted?

A confirmation page with a receipt number will be displayed once you have submitted your payment details and the payment is processed. Make note of this number as it may be required by Council as proof of payment should there be any future discrepancies. This receipt number verifies that your payment has been processed successfully. (Tip: write the receipt number on the bill being paid).

Accepted credit cards include Visa and MasterCard. A payment processing fee (0.5% of the payment amount) applies to credit card payments.

Payments accepted in cash, card, cheque, or money order. No cash can be given on debit cards or cheques.

Option to apply to pay by instalments

If an infringement has a fine of $200 or more, you may apply to pay by instalments.

An initial payment of $60 will start your application if received within 28 days, and if you make all monthly payments, this infringement will be finalized, and no further prosecution or enforcement action will be taken against you.

Your application may be made by providing your current address, contact phone number and a $60 initial payment at one of Council’s Customer Service Centres.

After making this application, an instalment plan payment notice will be sent to you by the State Penalties Enforcement Registry (SPER). Upon receiving the payment notice, all future payments are to be made to SPER. Failure to comply with the instalment plan will result in enforcement by SPER and you will be required to pay additional fees.
