Rates & Utilities Notices
Residential property owners receive rate notices twice a year, usually in February and August. The rate notice includes both general rates and utilities charges (water, sewerage and rubbish collection).
The notice issued in February covers half yearly rates and charges for January 1 to June 30, while the notice issued in August covers rates and charges for July 1 to December 31.
A 15% discount applies to the general rate component of the rate notice if it's paid by the due date.
You can pay your rates a number of ways
You can make regular payments towards your rates bill throughout the year without having to wait for a rates notice. With BPay you can manage your rates payments by setting up affordable instalments instead of one full half-yearly payment.
Payments made outside of the billing period will be included in the brought forward amount on your next bill.
To pay your bills in advance by BPay contact your bank, or refer to BPay payment information on your rates notice.
You can pay your bills online using your credit card. Accepted credit cards include Visa and MasterCard. Please note: A payment processing fee (0.5% of the payment amount) applies to credit card payments and Visa or MasterCard debit card.
How do I know if my Online Payment has been accepted?
A confirmation page with a receipt number will be displayed once you have submitted your payment details and the payment is processed. Make note of this number as it may be required by council as proof of payment should there be any future discrepancies. This receipt number verifies that your payment has been processed successfully. (Tip – write the receipt number on the bill being paid).
Direct Debits with council are only for paying council rates. To set up a direct debit for your rates, please download the form below, complete it, and return it to council. The application will be processed and a confirmation letter will be emailed to you.
Remember, it may be simpler to set up regular payments via BPay without having to fill out any paperwork.

- Direct Debit.
- Cheques mailed to Townsville City Council.
