Drainage

Council is continuing flood and drainage improvement works along Winifred Street. With the second stage of preliminary preloading works along the Ross River riverbank nearing completion, the project will now pause to allow the preloading to settle before progressing to the next stage.
This project is part of Council’s stormwater Capital Works program, designed to address and improve drainage across Council’s networks, and raise the quality of life for residents.
What will the works include? As part of this project, Council will:
- demobilise laydown site and undertake revegetation
- reinstate temporary vegetation upon completion of preloading activities, in preparation for the final stage of the project
- re-establish the shared pedestrian path connection along the Ross River
- continue monitoring the preloading works throughout this short construction pause.

Environmental Restoration

Townsville City Council is undertaking environmental restoration maintenance works along the riverbank to the Ross River within Sherriff and Archery Parks, Mundingburra.
Council began these works in October 2024. We expect maintenance weeding, mulching, and planting to take four months to complete and low-impact maintenance weeding to occur periodically until June 2026.
Council proposes dividing the site into two sections, restricting pedestrian access, and directing pedestrians to an alternative route.
We will close the pedestrian path within each section along the riverbank to suit works progress over the two week period.
Section one is from Sherriff Park to the Mabin Street Park entrance. Section two is from Mabin Street to the midpoint of Archery Park. You can still access the area through the Mabin Street park entrance.
Council will use safety bollards and flagging to mark the work areas and to ensure public safety.

Townsville City Council is undertaking vegetation recovery management works along the Ross River adjacent to the Townsville Recreational Boating Park, South Townsville.
This project forms part of Council’s ongoing commitment to environmental management and addresses the need for vegetation recovery works to mitigate the impacts of recent weather events and improve the resilience of the Ross River and its tributaries.
As part of this project, Council will:
- retain informal fishing areas
- remove invasive plant species, with all cleared vegetation mulched for reuse in future Council projects
- undertake revegetation using local native estuarine plant species.
Council staff will oversee water quality and manage any environmental impacts resulting from these operations.

Event Road Closures

Recent heavy rainfall has damaged culverts under the bridge crossing Gustav Creek on Sooning Street and due to community safety concerns Council has closed the bridge.
A preliminary engineering assessment has been conducted and further investigations are required.
Council endeavours to have this additional inspection, and any necessary repairs completed as quickly as possible.
A detour is currently in place via Kelly St, Barton St and Mandalay Ave as signed to access Nelly Bay.

Townsville City Council has identified four (4) key slopes along the Magnetic Island road network that require remediation to ensure safety and long‑term stability. As part of this work, Council will be carrying out detailed slope risk assessments at each of the proposed locations. Further information will be shared with the community as we get closer to the start of works.

- carry out on‑foot surveys to collect detailed data at each site
- undertake geotechnical investigations.

Council is preparing to undertake remediation work of the Castle Hill Walking Tracks.
This project reflects Council’s ongoing commitment to environmental management, highlighting the importance of remediation efforts to restore the walking tracks to a safe condition.
As part of these works, Council will:
- reinforce track edges
- clear vegetation and rocks
- repair damaged surfaces and remove fallen branches and protruding roots.

- minor closures affecting sections of the walking track.
Please be advised that the Castle Hill walking tracks will remain open throughout the works, with only minor sectional closures in place. Only one track will be worked on at a time. Each track will reopen once it is safe to do so.

Council will be undertaking roadside vegetation removal and associated landscaping works along identified sections of Castle Hill Road, Castle Hill.
These works are essential to maintain safe road and verge conditions and will require a temporary road closure while work is underway.
This project supports Council’s ongoing commitment to environmental management and remediation of roadside verges to ensure they remain safe and accessible.
As part of these works, Council will:
- clear vegetation and rocks along the road verge
- remove fallen branches and protruding roots
- perform maintenance on grass, trees, and shrubs.

Council is preparing to undertake detailed drainage and infrastructure maintenance works on Ewen Jones Bridge, also known as Blakey’s Crossing, on Ingham Road, Garbutt.
This project supports Council’s commitment to community safety by improving roads, transport infrastructure, parks, and water systems. These works ensure essential connectivity is maintained while supporting the continued growth of our region.
As part of this project, Council will:
- undertake detailed cleaning of all drainage infrastructure on the bridge
- complete required maintenance of the connectivity asset to ensure optimal safety and serviceability.

Townsville City Council plans to renew the pipework, liners, and associated infrastructure of three wastewater pump stations in Condon, Burdell, and Railway Estate.
This program of works will extend the service life of the existing infrastructure and enhance the reliability and efficiency of the city's wastewater network.
We anticipate work at each site to take three (3) to four (4) months to complete:
- Seventh Street – three (3) months
- Bowhunters Road – three (3) months
- Kayleen Court – four (4) months.
As part of these works, Council will:
- supply and install replacement sewerage pipework and concrete structures
- rehabilitate sewer infrastructure
- restore any disturbed area upon completion of the work.

What works are coming up?
Council is undertaking aquatic vegetation management in the Southern Fairfield Freshwater Wetland Sediment Basin in Idalia.
This project is part of Council’s ongoing commitment towards environmental management, which has identified the need to harvest exotic aquatic weeds from the sediment basin and wider lakes system.
What will the works include?
As part of these works Council will:
- removal of identified invasive aquatic plants and associated vegetation
- removed vegetation will be turned into ground mulch for use on future Council projects
- Council staff are investigating additional control options to support long-term weed management
- Council staff will oversee water quality and manage any environmental impacts resulting from these operations.

Townsville City Council is in the final stages of planning the delivery of a new sewer rising main (wastewater pipeline) to service the Animal Care and Adoption Centre, located along Tompkins Road in Shaw. This infrastructure upgrade is part of Council’s broader investment in water and wastewater systems, contributing to the city’s $352 million capital works program.
As part of these works, Council will:
- install a new underground wastewater pipeline
- construct a new wastewater pump station
- trenchless crossing of Shaw Road to establish sewer connections
- testing operations and site remediation.

Council is now in the final stages of planning the delivery of new public amenities block at Aplins Weir Rotary Park, Mundingburra. The facility will include one accessible toilet cubicle and associated infrastructure, developed in alignment with commitments made during the 2024 Queensland Government Elections.
This initiative reflects the Queensland Government’s dedication to supporting enhancements to existing or future Council infrastructure to better meet the identified needs of the community.

As part of this project, Council will:
- construct a fit-for-purpose single accessible toilet block and associated power, sewer, and water connections
- installation of a new pathway connecting the new facility, demolition of the existing aged facility, minor landscaping, and site remediation works
- preliminary on-site investigation work undertaken by the contractor.

- construct kerb and channel, new sections of footpath and a new stormwater pit
- replace identified sections of driveway crossovers
- install grated inverted box culverts

Council is undertaking roadworks on Goodsell Road, between the street boundaries of Meenan Road and Frank Randell Drive in Cape Cleveland. The works include the installation of road verge speed warning signage and road improvements designed to enhance road safety.
This project forms part of Council’s annual Roadworks program, which aims to maintain or improve our Council controlled road network. The program ensures our community’s connectivity needs are met and continues to support the growth of our region.

- Installation of designated road informational and directional signage including minor roadworks

What works are coming up?
Townsville City Council plans to upgrade active transport facilities along Gulliver and Hugh Streets between Woolcock Street and Ross River Road. The active transport facilities upgrade intends to improve the safety, efficiency, and functionality of Gulliver and Hugh Streets for pedestrians and cyclists.
Council will deliver this project in stages:
- Stage One – Palmerston Street to Ross River Road (eastern side)
- Stage Two – Ross River Road to Palmerston Street (western side)
- Stage Three – Palmerston Street to Woolcock Street (western side)
- Stage Four – Woolcock Street to Palmerston Street (eastern side)
What will the works include?
As part of this project, Council will construct 2.5km of 2.5m-wide shared pathway, 1.5m-wide footpath sections and line mark on-road bicycle lanes.
Additionally, we will:
- install raised priority crossings at minor road intersections
- install a signalised SMART pedestrian crossing near the Wellington Street intersection
- replace sections of existing driveways, reconstruct driveways, driveway crossovers, and associated kerb and channel
- construct concrete medians, cycle and pedestrian ramps.

With the first and second stages well underway, an opportunity has arisen to allocate an additional construction crew to commence works on Stage 3.
This project is part of Council’s active transport upgrade program, which aims to maintain and enhance our Council controlled active transport infrastructure network to ensure the community’s connectivity needs are adequately met and continue to support the growth of our region.

Expected duration: Seven (7) months

Update (21 August 2025):
Council will commence utility upgrades along Murray Street from Tuesday 2 September 2025, beginning with the sewer main near the intersection with Gregory Street, North Ward. Works will take place within the drainage easement adjacent to the new Murray Street culvert and will not impact on regular traffic flow. This is expected to take six (6) weeks to complete.
With culvert works now complete, Townsville City Council still plans to undertake roadworks and utility service upgrades along Murray Street, between Gregory and Stokes Streets, North Ward.
However, in the interest of safety, this stage of the project is on pause as Council prioritises slope remediation works along Stanley Street and Castle Hill Road before the next wet season.
Preliminary works will commence from November 2025. Construction crews may not be on-site full-time while we undertake preliminary works.
Roadworks are anticipated to commence from March 2026. Works are expected to take three (3) months to complete, weather permitting.
We will provide you with more information regarding these emergent works soon.
As part of this project, Council will:
- repair and replace the top layer of the road surface to improve its condition and extend its lifespan
- renew and replace existing water and wastewater pipes to improve infrastructure and prevent service disruptions.

Council’s Principal Arborist has recently completed a detailed inspection on a large African Mahogany (Khaya) tree positioned within the nature reserve adjacent to 49 River Park Drive, Annandale.
The decision to remove this tree was made based on the certified arborist’s report, which confirms that the tree has died and has become a risk to the surrounding infrastructure and a high risk to public safety.
Unfortunately, no further arboriculturally management practices can be recommended to safely retain the tree.
