Coastal Management
Council has been successful in securing funding to undertake Coastal Management works within a range of local areas.
As such, Council will be undertaking Horseshoe Bay Coastal Management Works.
This project will involve the use of light machinery to push the displaced sand back onto the dunes, re-establishing the natural barrier that protects the nearby freshwater habitat from the sea water.
Works may involve:
- operations of machinery
- movement of sand and woody debris
- noise, flashing lights and dust
- partial closure of the beach.

Drainage Works
Pedestrian and vehicle access to the park will be maintained for most of the project; however minor restrictions will be required during the works. If your business or residence is affected, Council will provide 24 hours’ notice prior to any restrictions.
The Bushland Beach Naturalisation Channel drainage works may involve:
- traffic control and temporary road and path closures
- safety fencing for pedestrian and vehicles
- construction works in and surrounding the drain and adjacent footpaths
- noise and flashing lights.

University Road, Annandale – Drainage Works

Drainage Works
Council is repairing the open stormwater drain and wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
CES Construction, a local contractor, is making progress with repair works on behalf of Council, with the lower retaining wall of the drain removed and new structural foundations installed.
Construction will continue, with CES scheduled to cast and install concrete panels within the drain this month to replace the lower wall. The project timeline includes a break for Christmas, during which the contractor will leave the site on Friday 22 December 2023, and return on Monday 8 January 2024.
Council is currently in discussions with the Department of Transport and Main Roads (DTMR) to install a noise barrier as part of these works between 55 Honeysuckle Drive and 8 Marigold Court, Annandale, in the new year. DTMR is the primary government agency responsible for managing traffic noise from state-controlled roads.
Council will update residents on the progress of the works and provide more information on partnering with DTMR to install a noise barrier in the coming months.
Environmental Restoration
Louisa Creek, Garbutt – Environmental Restoration

Townsville City, Castle Hill – Bushfire Management Drone Testing

Bushfire Management Drone Testing
Townsville City Council is committed to protecting the natural environment and ensuring community safety from bushfires. Council has acquired a heavy lift remotely piloted aircraft system capable of transporting and dropping water drums to areas with limited vehicle access and water availability. This technology will be a key asset in Council’s fire management efforts, offering an efficient and effective means of combating fires and ensuring the safety of the community.
Council is undertaking a second round of testing of the Bushfire Management Drone, to be undertaken in two stages:
- Stage 1: Oonoonba Park, Oonoonba from 8am – 5pm, Monday 11 December through to Wednesday 13 December 2023 inclusive
- Stage 2: Castle Hill, Townsville City from 7am – 4pm, Thursday 14 December 2023.
Drone testing will involve flight tests and water dropping, to provide training to Council staff for future use within the city’s bushfire management procedures. To prioritise safety, the test-flight sites will be closed to the public during testing. The drone will be kept clear of houses and infrastructure.
Residents and businesses close to the works may experience some temporary impacts including:
- temporary closure of Oonoonba Park and Castle Hill Road and all walking tracks on the days and times highlighted above
- commercial drone operations
- safety fencing / cones and/or barricading
- noise, flashing lights and dust.
The Project Team are qualified drone operators and have obtained Civil Aviation Safety Authority approvals to undertake the testing operations.
The acquisition of this specialised drone was made possible through the Australian Government's Black Summer Bushfire Recovery Grant.

Riverway Lagoons, Thuringowa Central – Safety Upgrade Works

Work boundaries: The upper and lower lagoons
Estimated start: Lower lagoon from Monday 9 October 2023 and upper lagoon from late January 2024, after Australia Day
Expected duration: Lower lagoon until December school holidays and upper lagoon until late March 2024.
Safety Upgrade Works
Council is undertaking important safety upgrades to the Riverway Lagoon, involving the installation of fencing surrounding each lagoon and purpose-built lifeguard towers at key vantage points around the lagoons. The works will be conducted in stages and will require partial closure of the lagoons during the works.
The Riverway lower lagoon will be temporarily closed from Monday 9 October 2023, reopening in time for the December school holidays. The upper lagoon, change rooms and toilets will remain open during the lower lagoon works.
Works commence on the upper lagoon in late January 2024, after Australia day.

Riverway, Thuringowa Central – Christmas Tree Installation

Christmas Tree Installation
Council is temporarily installing a Christmas tree at the entrance to Citylibraries Riverway to celebrate the festive season and launch our annual event, Carols by Candlelight, at Riverway Oval.
Council will commence installation works on Thursday 16 November 2023, between 7am and 4pm, and expects activities to take one day to complete, weather permitting.
Activities include delivering, unloading with a crane, assembling, and positioning the Christmas tree onto a concrete base. Council will transport the tree on a flatbed truck and erect it with a slewing crane.
Flashing lights, noise, and the temporary closure of the southbound lane of Sporting Drive, adjacent to the toilets nearest to the library
entrance, will be associated with these activities.
Setup for Carols by Candlelight will commence Wednesday 22 November, and packdown from Monday 4 to Thursday 7 December 2023.
Council will illuminate the Christmas tree at sundown each night until Tuesday 2 January 2023.
Council expects removal activities to take three days to complete, weather permitting.

Pathway Works
Flinders Street, Townsville City – Pathway Works

Pathway Works
Works will involve hot/cold pressure cleaning of the pathway floor tiles, pavers, concrete seating, refuse bins and associated infrastructure throughout Flinders Street and adjacent surrounding pathways as indicated on map 1 and map 2.
Residents and businesses close to the works may experience some temporary construction impacts including:
- temporary closure of footpaths and associated parking spaces
- installation of safety fencing/barricading
- noise, and flashing lights.
Most of the floor surface will be cleaned using a combination of water pressure cleaning with a non-corrosive biodegradable environmentally friendly solution. All surfaces will be rinsed resulting in a pristinely clean surface finishing the process.
These important works prolong the life of the infrastructure and improve public safety.
Please be advises that these works will be undertaken as night works to reduce the impact on operational businesses and the community.
Council has appointed a qualified contractor to carry out these works.
Ross River Road, Aitkenvale – Pathway Works

Pathway Works
Council will be undertaking works to upgrade the pathway, kerb and channel on Ross River Road.
Works will include the construction of a full-width (property boundary to kerb) concrete pathway that will replace the existing pathway, renew sections of the kerb and channel, and reinstatement of impacted road pavement.
Works may involve:
- Traffic control and temporary lane closure
- Operation of machinery through the work zone
- Noise, dust, vibration, and flashing lights.
As part of this project, there will be the requirement to close the on-street parking within the works zone and pedestrian access will be via a designated signed detour.
Access to all businesses will be maintained for the duration of these works. Council has appointed local contractor JMac Construction to undertake these works.

Resurfacing
Stage 1: Preparation works are scheduled to commence on Wednesday 6 December 2023 and are expected to take three (3) days to complete, this stage will prepare both the inbound/outbound lanes for surfacing works.
Stage 2: Resurfacing works will then be undertaken on the prepared road surface of The Strand with these works scheduled to commence on Monday 18 December 2023 and are expected to take two (2) days to complete, this stage will complete the road treatment process.
Residents and businesses close to the works may experience some temporary construction impacts including:
- traffic control and temporary road closures
- safety fencing for pedestrian and vehicles
- excavations in the road and adjacent footpath

Due to the nature of these works a temporary road closure will be required within the works zone with traffic management and signed detours in place. While every effort will be made to minimise impacts, motorist may experience some short delays.

As part of enabling transport infrastructure works for the Lansdown Eco-Industrial Precinct, Townsville City Council is undertaking works to upgrade the Flinders Highway intersection at Old Flinders Highway and Woodstock-Giru Road, Woodstock.
The project will involve:
- upgrading the intersection at Flinders Highway, Old Flinders Highway and Woodstock-Giru Road
- extension of the acceleration and deceleration lanes 200-300m north and south of the intersection.
Residents and businesses in close proximity to the worksite may experience some temporary impacts including:
- construction vehicle movements with reversing alarms and flashing lights
- construction related noise

Landscaping Tree Maintenance
Council will be undertaking proactive landscaping maintenance works to identified trees adjacent 153-155 Charters Towers Road within the boundaries of Charters Towers Road and Surrey Street.
Proactive Landscaping works are scheduled to commence on Thursday 7 December 2023 and are expected to take one (1) day to complete (weather and project conditions permitting).
Works may involve:
- removal of tree branches and mulching
- operation of machinery
- change traffic conditions (temporary)
- noise, dust, and flashing lights.
Council advises that these works will require a temporary change in traffic conditions with no access to Surrey Street from Charters Towers Road. Traffic management including signed detours will be in place throughout works.
The purpose of the maintenance will include the removal of identified tree branches and associated foliage to avoid the branches impeding or falling into the road corridor, open space and or pedestrian walkways causing maintenance concerns, potential infrastructure damage and a risk to the public.
Council arborists will monitor the complete proactive landscaping maintenance ensuring the health and prosperity of the trees, shrubs and vegetation remain intact and will continue to grow and cause no further damage to infrastructure or community safety.

Water Mains
Council is preparing to connect the new Elliot Springs reservoir to the existing water network in the area.
The construction of the steel reservoir is almost complete and can hold around 9.6 million litres of water, equivalent to four Olympic swimming pools. Once finished, the reservoir, delivered in partnership with Landlease, will serve the large master-planned community for many years to come.
To connect the new reservoir, Council plans to isolate a section of the local water network between 10pm on Thursday 30 November 2023 and 4am on Friday 1 December 2023. These activities will result in a loss of water supply to your property during this time.
Suburbs affected by this water disruption include Nome, Alligator Creek, and Julago.
It is essential to prepare by storing enough water in containers before this water disruption. When Council restores the water supply, it may initially appear discoloured. To address this, run taps until the discolouration disappears. Furthermore, Council recommends turning off automatic washing machines during this time.
Council will have complimentary bottled water available for residents to collect at the Ampol service station in Alligator Creek and the BP service station in Elliot Springs.
Riverway Drive, Kelso – Water Mains

Council is duplicating the Ross River Dam to Douglas Water Treatment Plant pipeline, a key water infrastructure asset essential to Townsville’s water supply which provides 85% of the city’s water. The new duplicate pipeline will further enhance Townsville’s water security.
Works will include the excavation and installation of pipework near the Ross River Park Booster Pump Station.
Residents and businesses in close proximity to the works may experience some temporary construction impacts including:
