Coastal Management

What works are coming up?
Townsville City Council is carrying out works to help protect the Rowes Bay and Pallarenda foreshores, including reshaping areas of sand that are most vulnerable to erosion.
The project will also improve maintenance of beach access paths along the foreshore.
These works are part of Council’s ongoing commitment to caring for our environment, helping to repair and strengthen the coastline following recent weather impacts.
What will the works include?
As part of this project, Council will place sand in the areas of the foreshore that need it most to help keep the shoreline stable and protect nearby infrastructure.
What does this mean for me?
If you’re visiting or travelling through the area, you may notice:
- some sections of the beach are temporarily closed,
- construction machinery and vehicles operating nearby,
- higher levels of dust, noise and vibration during the works.

Work boundaries: Toolakea Beach Foreshore, Toolakea

Normal work hours: From 6am to 6pm Monday to Saturday
Townsville City Council will deliver short-term coastal protection works at Toolakea from early July 2026, running for around two weeks.
Reclaimed sand will be placed in targeted areas along the beachfront to help reduce recent erosion, restore a protective buffer, and protect key infrastructure, including The Esplanade. These works will also support the stability of the coastal dune system.
You may notice heavy machinery operating along sections of the beach during this time. Please follow all signage and directions to stay safe.
This is a short-term measure while Council progresses longer-term solutions, including a Shoreline Erosion Management Plan (SEMP). Community consultation will form part of this process, with more details on how to get involved shared as soon as available.
As part of these works, Council will:
- place reclaimed sand in targeted areas along the beachfront
- use heavy machinery to move and shape sand to form a protective buffer
- strengthen the foreshore and support the stability of coastal dunes
- help protect nearby infrastructure, including The Esplanade
- maintain safe work zones on the beach, with signage in place.
If you live in or are travelling through the area, you may experience:

Drainage

Council is continuing stage 2 of drainage improvements along Winifred Street, including drainage upgrades and road works at the Winifred Street and Brownhill Street intersection.
This project is part of Council’s stormwater Capital Works program, designed to address and improve drainage across Council’s networks, and raise the quality of life for residents.
As part of this project, Council will:
- upgrade drainage infrastructure at the Winifred and Brownhill Street intersection
- duplicate the drainage line along Winifred Street to the Ross River
- resurface Winifred Street
- revegetate impacted areas, including the park and river embankment.
If you live in or are travelling through the area, you may experience:
- temporary pedestrian detours
ongoing machinery and vehicle movements - increased dust, noise and vibration
- short-term traffic changes, including lane closures, detours, reduced speed limits and minor delays.
As part of these works, Council has:
- installed a new stormwater drainage pipe network in Brownhill Street
- constructed three kerb inlets and reconstructed kerb and channel in Brownhill Street
- constructed two kerb inlets in Winifred Street, fronting No.37
- constructed a new inlet in the park adjacent to No.38.

Environmental Restoration

Townsville City Council is progressing structure restoration work at Gustav Creek, with key structural works nearing completion.
From Friday 22 May 2026, a crane will be set up at the works site to begin installing the structure’s new deck beams. This will require temporary short-term closures of the pedestrian bridge during crane operations and other construction machinery are operating over the next two (2) months.
To ensure the bridge reopens to the community by the end of July, construction activities will transition to a seven-day work schedule. While works will occur daily, Sunday activities will be kept to a minimum where possible to reduce impacts on nearby residents.
As part of these works, contractor BMD Constructions will:
- transport deck beams from Kelly Street to the Gustav Creek site
- install deck beams by crane at the Gustav Creek site
- undertake minor rock placement to complete the fishway.

- temporary traffic changes, including occasional pedestrian bridge closure, minor traffic delays and reduced speed limits.
Pedestrian movement across the bridge will be coordinated by traffic controllers while the crane is in use. This may result in minor delays.

This project is financed through the jointly funded Commonwealth-state Disaster Recovery Funding Arrangements (DRFA).
Event Road Closures

Recent heavy rainfall has damaged culverts under the bridge crossing Gustav Creek on Sooning Street and due to community safety concerns Council has closed the bridge.
A preliminary engineering assessment has been conducted and further investigations are required.
Council endeavours to have this additional inspection, and any necessary repairs completed as quickly as possible.
A detour is currently in place via Kelly St, Barton St and Mandalay Ave as signed to access Nelly Bay.
General

Townsville City Council is undertaking sewer pipe and maintenance hole inspections in locations throughout Currajong, Gulliver and Vincent.
This program allows Council to undertake condition assessments as part of our network maintenance strategy. The data collected by these surveys will allow Council to plan for future rehabilitation and replacement work.
Council has appointed Interflow Pty Ltd to carry out this project on our behalf. Cleaning and CCTV activities at most sites will take a few days to complete.
As part of this project, Council will:
- inspect sewer pipe and maintenance holes with CCTV camera surveys
- clean and flush sewers and underground pipework by jetting
- restore any disturbed area upon works completion.

Works are continuing along Gulliver and Hugh Streets between Woolcock Street and Ross River Road as Townsville City Council delivers Phase 2 of the active transport upgrade.
These works will improve safety and accessibility for pedestrians and cyclists, making it easier to get around and supporting a more connected community.
The upgrade forms part of Council’s active transport program, focused on maintaining and improving pathways to meet the needs of our
growing region.
Council will provide further notice at least seven (7) days before work starts in front of your property or business.
As part of this project, Council will construct 2.5km of 2.5m-wide shared pathway, 1.5m-wide footpath sections and line mark on-road bicycle lanes. Additionally, we will:
- install raised priority crossings at minor intersections
- install a signalised SMART pedestrian crossing near Wellington Street
- replace and reconstruct sections of driveways, crossovers, kerb and channel
- construct concrete medians, cycle ramps and pedestrian ramps.

Townsville City Council will commence upgrade works at the Magnetic Island Wastewater Recycling (MIWR) Facility as part of the Magnetic Island Recycled Water Irrigation System Upgrade project.
These works will improve recycled water storage and improve irrigation infrastructure across key sites on Magnetic Island, supporting environmental compliance and enhancing long-term system performance.
As part of these works, Council will:
- construct a new 1ML recycled water tank at MIWR
- upgrade identified monitoring and control systems
- undertake integration of irrigation system controls at:
- Magnetic Island Country Club
- Magnetic Island Transfer Station
- Picnic Bay Landfill.

Townsville City Council is undertaking works at the Stuart Waste Facility to support future waste capacity and strengthen environmental protection.
This project forms part of Council’s Waste Management and Environmental Infrastructure Program, which is designed to ensure facilities continue to operate safely, responsibly and in line with regulations.
As part of the works, Council will:
- construct new engineered landfill cells to provide additional waste disposal capacity
- construct sediment pond three to manage stormwater runoff and capture sediment
- undertake associated earthworks, drainage works, and environmental controls
- rehabilitate disturbed areas where required.

Townsville City Council is undertaking construction works to deliver a new sewer rising main (wastewater pipeline) to service the Animal Care and Adoption Centre, located along Tompkins Road in Shaw.
This infrastructure upgrade is part of Council’s broader investment in water and wastewater systems, contributing to the city’s $352 million capital works program.
As part of the works, Council will:
- install a new underground wastewater pipeline
- construct a new wastewater pump station
- trenchless crossing of Shaw Road to establish sewer connections
- testing operations and site remediation.

Stage 1 works on Wright Street are nearing completion, with works expected to finish by the end of June 2026. Council thanks residents and businesses for their patience.
Stage 2 will begin in mid-June 2026, continuing the diversion sewer from Cluden Park to Wright Street, with initial site setup, environmental controls, and traffic management in place.
As part of Stage 2, Council will:
- complete site establishment, environmental controls and traffic management
- undertake open-trench excavation within Cluden Park
- undertake vegetation management within the private Cluden Park boundary in coordination with the landowner (Townsville Turf Club), including the removal of 39 trees and planting of native species
- install sewer infrastructure, including a trenchless micro-tunnel beneath Stuart Drive
- finalise connections and tie-in works at Wright Street.

- localised traffic management during works, particularly near Stuart Drive and Wright Street

Hazard Reduction Burns

Council undertakes hazard reduction burns throughout the dry season each year as part of its Bushfire Mitigation Program. These activities help reduce the risk and spread of bushfires and protect lives, property and critical infrastructure.
Hazard reduction burns are carefully managed, controlled operations designed to reduce the build-up of flammable fuel loads, including leaf litter, grasses, and shrubs.
A series of hazard reduction burns are scheduled to take place across the city between May and July 2026, as outlined below. Please note that all burns are subject to suitable weather and operational conditions.

Council would like to advise the community that construction works will soon commence within Pace Park, Balgal Beach to support the installation of a new telecommunication asset. These works are being undertaken by Amplitel Pty Ltd, a subsidiary of Telstra, to improve communication infrastructure for the area. Construction will include establishment of site access and installation activities within a defined work area within the park.
As part of these works, the contractor will:
- establish a temporary access track within Pace Park
- operate heavy machinery to install telecommunications infrastructure
- reinstate of the affected areas following completion of works.
If you visit or are travelling through the area, you may experience:
- increased vehicle, machinery and construction activity around Pace Park
- temporary changes to access within sections of the park
- short periods of increased noise during heavy equipment operations. Impacts to nearby properties are expected to be minimal and temporary. Traffic and pedestrian safety controls will be in place, and signage will be installed to guide park users around work areas.

Townsville City Council is preparing to concrete infill two centre medians on Bundock Street, between Heatleys Parade and Ryan Street in Belgian Gardens.
This project is part of Council’s annual Roadworks Program, which maintains the Council-controlled road network to support the community’s transport needs and the region’s continued growth.
As part of these works, Council will:
- remove existing vegetation within the centre medians
- infill the sections with concrete as illustrated.
Council is removing vegetation as mulch and debris washes into the nearby stormwater drainage system during heavy rainfall, causing localised flooding. These works will help minimise stormwater blockages and reduce ongoing maintenance costs associated with clean-up activities.

Townsville City Council is pleased to share that works on the Murray Street Roadworks and Services Upgrade, between Gregory Street and Victoria Street in North Ward, are progressing well, with completion expected by the end of the year.
This project is part of Council’s Capital Works program, which ensures community transport, stormwater, water and sewerage infrastructure continues to meet the needs of our growing region.
As part of this project, Council will:
- repair and replace the top layer of the road surface to improve its condition and extend pavement lifespan
- renew and replace existing water and wastewater pipes to improve service reliability and reduce the risk of future disruptions.

These works will enhance the condition and appearance of the central median through irrigation upgrades and replanting, helping create a more sustainable and visually appealing streetscape.
This project forms part of Council’s annual maintenance program, which focuses on maintaining infrastructure and supporting a vibrant, well-presented city centre.
What will the works include?
As part of these works, Council will:
- upgrade the irrigation system in the centre median
- carry out new planting to refresh the look of the area and support longer-term sustainability.

Water Mains

What works are coming up?
Townsville City Council is delivering a water main upgrade and road resurfacing project along Gouldian Avenue, Condon, to improve water reliability, enhance road safety and support the long-term performance of these important community assets.
The project will be delivered in two phases:
Phase One – Water Main Upgrade
A new trunk water main and associated infrastructure will be installed to improve water supply reliability, increase network capacity and support future growth in Condon and the Upper Ross area.
Phase Two – Road Resurfacing
Gouldian Avenue will be resurfaced between Riverway Drive and Beck Drive. These works will include pavement repairs and new asphalt to improve driving conditions and extend the life of the road.
Preliminary works starting soon
Before construction of Phase One begins, we will undertake preliminary works.
What will the works involve?

Council is undertaking construction works to deliver the Hamilton Tank Reservoir renewal, including associated infrastructure works next to the Goat Track adjacent to Hillside Crescent in Castle Hill.
This initiative reflects Council’s commitment to investing $352 million this year to enhance roads, transport infrastructure, parks, and
water systems – ensuring that all properties continue to receive efficient and reliable water services.
As part of this project, Council will:
- install a temporary water tank to maintain water supply
- remove and replace the existing reservoir tank with a new fit-for purpose tank
- upgrade access ladders, supports, pipework, and remote monitoring systems.
If you live nearby or are travelling through the area, you may experience:
- construction machinery and vehicle movement
- increased levels of dust, noise, and vibrations
- temporary, short-term closure of the walking track adjacent to the work zone
- water outages may occur during the works. Council will notify affected properties in advance to reduce any inconvenience.

Hamilton Tank Reservoir Renewal Update - 12 June 2026
What works are coming up?
Townsville City Council is progressing the Hamilton Tank Reservoir renewal, with helicopter lift activities carried out over two separate days around Castle Hill next week.
The airlifts will help remove the existing tank, deliver equipment and materials, and install the new tank, ensuring a safe and reliable water supply for Hamilton Street and surrounding residents.
To keep workers and the community safe, sections of the Goat Track (from Hamilton Street) and Maidenhair Track will be temporarily closed during these works.
When will the works take place?
Location - Sections of the Maidenhair and Goat tracks, Castle Hill
Timing - Airlift works are scheduled for Monday 15 and Thursday 18 June 2026, weather permitting.
What will the works involve?
As part of the works, Council will:
- Undertake helicopter airlifts to remove the existing tank
- Deliver equipment and materials to the site
- Install the new reservoir tank
- Support works to maintain a safe and reliable water supply for Hamilton Street and surrounding residents.
What does this mean for me?
If you live in or are travelling through the area, you may experience:

- Increased dust, noise and vibration
- Temporary traffic changes, including lane closures, minor delays and reduced speed limits
- Temporary restricted access to walking tracks in and around Hamilton Street
A follow-up helicopter airlift will take place one week later to remove equipment, with timing to be confirmed closer to the date. Council will provide further updates as they become available.

Council is undertaking construction works to deliver a new underground water main and associated infrastructure along seven identified road corridors in Wulguru.
This project forms part of Council’s annual Water Infrastructure Maintenance Program, which is designed to ensure our community’s water connectivity needs are met and operating efficiently, while continuing to support the growth and development of our region.
As part of this project, Council will:
- install a new underground water main pipeline and remove/decommission the existing pipeline
- conduct testing operations and remediate disturbed areas.
