Bus Stop Renewal Works

Council will be undertaking Bus Stop renewal works.
Residents and businesses close to the works may experience some temporary construction impacts including:

Bus stop upgrades are required to meet compliance standards outlined with the Federal Government Disability Discrimination Act 1992.

Drainage
University Road, Annandale – Drainage Works

Drainage Works
Council is repairing the open stormwater drain and wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
CES Construction, a local contractor, is making progress with repair works on behalf of Council, with the lower retaining wall of the drain removed and new structural foundations installed.
Construction will continue, with CES scheduled to cast and install concrete panels within the drain this month to replace the lower wall. The project timeline includes a break for Christmas, during which the contractor will leave the site on Friday 22 December 2023, and return on Monday 8 January 2024.
Council is currently in discussions with the Department of Transport and Main Roads (DTMR) to install a noise barrier as part of these works between 55 Honeysuckle Drive and 8 Marigold Court, Annandale, in the new year. DTMR is the primary government agency responsible for managing traffic noise from state-controlled roads.
Council will update residents on the progress of the works and provide more information on partnering with DTMR to install a noise barrier in the coming months.

As part of this commitment, Council is undertaking restoration of creeks within the Wulguru area.
Works will involve the removal and mulching of woody weeds, bank stabilisation, and the installation of erosion control materials.
Residents and businesses close to the works may experience some temporary construction impacts including:

Infiltration and Inflows Study of Sewers
Townsville City Council has resolved to undertake a systematic inspection program of sewers and private house drains of all premises, by means of smoke testing pursuant to section 134 of the Local Government Act 2009.
The purpose of this program is to determine locations of illegal stormwater connections into the sewer reticulation system and private house drain defects.
It is the intention of Council that authorised persons will inspect all properties in each declared sewer area during the program period. A copy of the program is open for inspection at Townsville City Council, Administration Building, 103 Walker Street.
Hillside Crescent, Townsville City – Top-City Reservoir Upgrade Works

Top-City Reservoir Upgrade Works
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
As part of this commitment, Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
After the roof removal, Council plans to commence the upgrade works, which include pouring new concrete and installing associated pipelines and roof structures.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities. Council expects to remain onsite after the roof removal and commence upgrade works.

As part of this commitment, Council is planning to deliver the Strand Kiosk Connectivity Upgrade project.

As part of this commitment, Council is renewing the Ross River Dam to Douglas Water Treatment Plant pipeline, a key water infrastructure asset essential to enhancing Townsville’s water security.
Works will include testing of the Ross River temporary pump system.
Low level noise may be experienced during the testing period. Council has taken all necessary measures to reduce the noise in accordance with the Department of Environment, Science and Innovation recommendations.

Hazard Reduction Burns

Hazard Reduction Burns - April to October 2024
Council is committed to ensuring the safety of our community, with a dedicated Emergency Management team planning for natural hazards and undertaking strategic measures to mitigate the associated risks.
Council conducts hazard reduction burns during the dry season each year as part of Council’s Bushfire Management Plan, to prevent the spread of bushfire and protect lives, property, and infrastructure. These controlled burns reduce the build-up of flammable fuel loads such as leaf litter, grasses, and shrubs.
Council’s 2024 hazard reduction burn program will commence in April, conducted in partnership with various organisations, depending on the burn location, including:
- Queensland Fire and Emergency Services
- Queensland Parks and Wildlife Services
- Department of Resources
- Department of Defence
All hazard reduction burns will be carried out subject to weather conditions.
Residents with medical conditions that may be affected by smoke from grass fires should take precautions.

As such, Council has acquired a Bushfire Management Drone capable of transporting and dropping water drums to areas with limited vehicle access and water availability.
This technology will be a key asset in Council’s fire management efforts, offering an efficient and effective means of combating fires and ensuring the safety of the community.
Council is undertaking a second round of testing of the Drone.
Drone testing will involve flight tests and water dropping, to provide training to Council staff for future use within the city’s bushfire management procedures.
To prioritise safety, the test-flight sites will be closed to the public during testing. The drone will be kept clear of houses and infrastructure.
Residents and businesses close to the works may experience some temporary impacts including:
- Temporary closure of Oonoonba Park on the days and times highlighted above,
- Commercial drone operations,
- Safety fencing / cones and/or barricading,
- Noise, flashing lights and dust.
The Project Team are qualified drone operators and have obtained Civil Aviation Safety Authority approvals to undertake the testing operations.
The acquisition of this specialised drone was made possible through the Australian Government's Black Summer Bushfire Recovery Grant.

Skate Park Works
Following extensive community consultation, Council will be delivering a new Skate Park facility within Harold Phillips Park, Garbutt.
The final design includes free flowing, all-abilities skating lines with challenging features that aims to provide an activated skate park for a truly iconic and appealing destination for our community to enjoy.
Works will involve the installation of permitter fencing, site clearing, and construction of the skate park including associated infrastructure and landscaping works.
Normal work hours are from 6am to 6pm Monday to Saturday. However, works may be required outside these hours and on the weekend if required.
Residents and businesses close to the works may experience some temporary construction impacts including:
- temporary sectional closure of Harold Phillips Park,
- operation of machinery,

Council advises that Harold Phillips Park sports field orientation and associated works will also be undertaken throughout these works.

Works will involve the installation of permitter fencing, sports field orientation east to west, including associated infrastructure and landscaping works.

Works will involve the temporary closure of a section of the existing skate park, installation of perimeter fencing, site clearing, and construction of the community designed skate facility including associated infrastructure and landscaping works.

In delivering these works, Council intends to:
- install new playground equipment and rubber soft fall
- install a new quarter-basketball court and drinking fountain
- construct a new pathway connection
- install a new vehicle protection barrier in the form of boulders and bollards
- plant additional shade trees
- retain the existing shade sail.

Bridge Painting Works
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
As part of this commitment, Council is undertaking the Sandstone Drive Bridge Painting works.
Works will involve the installation of works zone barricading; preparations works and painting and sealing of the existing bridge infrastructure that surround the Sandstone Drive Road network.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Temporary closure of the pathway,
- Detour routes for pedestrian,
- Installation of barricade netting,
- Odour from paint.
The Sandstone Drive Bridge Painting works aims to enable refurbishment of the existing community infrastructure asset to a higher quality, renewed and sustainable structure that our community and future generations can enjoy.

Resurfacing
Old Flinders Highway, Oak Valley – Road Resurfacing

Road Resurfacing
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water and wastewater management this financial year.
Council will be undertaking Road Resurfacing works. Works to be undertaken in stages.
Stage 1 – 1 day (Mill and Asphalt works),
Stage 2 – 2 days (Bitumen Seal).
Stage 2 to be undertaken 2 months after completion of Stage 1.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Traffic control and temporary road closures,
- Safety fencing for pedestrian and vehicles,
- Excavations in the road and adjacent footpath,
- Large construction machinery, noise and flashing lights.
Asphalt overlays are applied to pathways or roads when the existing seal has reached the end of its optimum life.
Vehicles cannot be parked on the street while the works are occurring. Please organize for your vehicle to be parked off the street or alternative streets during the works. Vehicles will be allowed to return to the street as soon as it is safe to do so. Vehicles will not be required to remain off the street overnight.

Roadworks
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water and wastewater management this financial year.
As such, following the recent Project Introduction notification distributed to this property, Council will be undertaking Roadworks, which will include Kerb and Channel, Asphalt Surfacing, Stormwater Drainage, Footpaths and Bus Stop works.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Traffic control and temporary road closures,
- Safety fencing for pedestrian and vehicles,
- Excavations in the road and adjacent footpath,
- Large construction machinery, noise and flashing lights.
These works prolong the life of the infrastructure and improve road safety. Additional works may also include tree planting and installation of garden beds.
Pedestrian and vehicle access to properties will be maintained for most of the project; however minor restrictions will be required during the works. If your business or residence is affected, Council will provide 24 hours’ notice prior to any restrictions.

Tree Removal
Townsville City Council recognises the value and important role of trees in the urban landscape. In managing the City’s Public Tree Network, Council must balance various risks against the social, economic, and environmental benefits Public Trees can provide.
Council’s Senior Arboricultural Officer has recently completed a detailed inspection on two identified trees that are positioned adjacent to properties number 182 and 178 Castlemaine Street, Kirwan.
The decision to remove the trees is based on a detailed tree assessment that confirms the trees are beyond remedial care. No further arboricultural management practices can be recommended to safely retain the tree.
The trees will be removed, and the stump will be ground to 200mm below the ground surface level with all surface roots removed. Suitable trees will be planted in the vicinity of the removed tree but not in the exact location to replace the equivalent lost canopy cover.
Works may involve:
- Traffic control and temporary road closure
- Removal of trees and mulching
- Operation of machinery
- Noise
Please be advised that due to the location and nature of this removal, there will be traffic management in place including signed detour.
Council has appointed a locally qualified contractor to undertake the removal works.
