Coastal Management
Horseshoe Bay Beach, Horseshoe Bay – Coastal Management Recovery Works

Normal work hours: 6am to 6pm Monday to Thursday. No work will happen over the ANZAC weekend. The schedule is dependent on tidal conditions and machinery availability.
Townsville City Council is continuing coastal management recovery works, which involve reshaping the sand along the foreshore that is most vulnerable to erosion.
Council has received recovery funding to undertake these works. As part of the funding agreement, the DRFA requires Council to complete these works by the end of April 2025.
This project is part of Council’s ongoing commitment to environmental management, which identifies the need for coastal works to address and mitigate the effects of erosion caused by recent weather events.
As part of these works, Council will replenish sand at the base of palm trees along the foreshore, with only small sections of the beach closed at any given time.
We are working with the Surf Life Savers to ensure minimal impact on the stinger net. Although machinery will be in operation, the larger pieces of equipment regularly employed for sand renourishment will not be required. If you live in or are travelling through the area, you may experience:
- sections of beach foreshore closed at one time within the area illustrated
- light machinery and vehicle movement
- increased levels of dust, noise, and vibrations.
Council will close only small sections of the beach and foreshore at a time to allow machinery to work on the beach. Once we complete work on one section, we will move to another area to address erosion around the palm trees.
The eastern side of the boat ramp, which faces the businesses, will still have accessible sections of the beach for the public. However, the small sections where machinery is operating will be temporarily closed for public safety.

West Point Backshore, Magnetic Island – Coastal Management Recovery Works

Council is undertaking the reprofiling of sand along sections of the beach most vulnerable to erosion, including additional resilience building works at West Point, Magnetic Island.
This project is part of Council’s ongoing commitment towards environmental management, which has identified the need for coastal management initiatives to address and mitigate the effects of erosion caused by recent weather events.
Works will include minor reshaping of the eroded backshore to align with natural waterway design principles. Council staff will oversee and manage any environmental impacts resulting from these operations.

Environmental Restoration
Abbott Street Saltmarsh, Oonoonba – Environmental Restoration

Council is planning to deliver restoration, and improvement works within the Abbott Street Saltmarsh, Oonoonba. These works aim to address problems caused by human interactions that have affected the saltmarshes’ ability to function as a healthy ecosystem and natural asset in our urban environment.
This project reflects Council’s continued dedication to environmental management, highlighting the need for restoration efforts to revive essential natural processes and enhance the benefits these saltmarshes provide to our community, such as improved fishing opportunities and water quality.
Works will include:
- implementing vehicle exclusion barriers using natural rock boulders
- actively revegetating including weeding, mulching, and reshaping water flow
- addressing 160+ years of land use impacts (grazing, development, vehicle access) in partnership with Traditional Owners and James Cook University.

Corica Crescent, Horseshoe Bay – Stormwater Drainage Drone Survey

An aerial drone will be used to study the coastal sediment that may have collected within the Corica Crescent Stormwater Drainage system. This will help Council find ways to understand the impact from recent rainfall events on coastal sediment processes at Horseshoe Bay – and what management actions may be needed and can be prioritised.
This project is part of Council’s environmental plan, which highlights the need for coastal work to reduce erosion and strengthen the
coastline’s ability to handle future weather events.

Mount Louisa Walking Track, Mount Louisa – Environmental Restoration

Townsville City Council is preparing to undertake remediation work along the Mount Louisa Walking Track, located off Bayswater Road near Weston Street.
With a focus on restoring environmental damage caused by recent weather events, these works will restore the walking track to a safe condition.
As part of these works, Council will temporarily close the walking track for two weeks to address erosion issues.
Works include:
- filling potholes
- reinforcing track edges
- clearing rocks
- repairing damaged surfaces and removing fallen branches and protruding roots.

Sherriff and Archery Park, Mundingburra – Riverine Site Maintenance

Townsville City Council is undertaking environmental restoration maintenance works along the riverbank to the Ross River within Sherriff and Archery Parks, Mundingburra.
Council began these works in October 2024. We expect maintenance weeding, mulching, and planting to take four months to complete and low-impact maintenance weeding to occur periodically until June 2026.
Council proposes dividing the site into two sections, restricting pedestrian access, and directing pedestrians to an alternative route.
We will close the pedestrian path within each section along the riverbank to suit works progress over the two week period.
Section one is from Sherriff Park to the Mabin Street Park entrance. Section two is from Mabin Street to the midpoint of Archery Park. You can still access the area through the Mabin Street park entrance.
Council will use safety bollards and flagging to mark the work areas and to ensure public safety.

Event Road Closures
Sooning Street, Nelly Bay – Sooning Street Bridge Closure

Recent heavy rainfall has damaged culverts under the bridge crossing Gustav Creek on Sooning Street and due to community safety concerns Council has closed the bridge.
A preliminary engineering assessment has been conducted and further investigations are required.
Council endeavours to have this additional inspection, and any necessary repairs completed as quickly as possible.
A detour is currently in place via Kelly St, Barton St and Mandalay Ave as signed to access Nelly Bay.
General
Belgian Gardens Cemetery, Belgian Gardens – Improvement Works

Council is preparing to undertake works for Stage Two of Burial Lawn 9 at the Belgian Gardens Cemetery, located at 62 Evans Street, Belgian Gardens.
This project will deliver 354 additional burial plots and additional ash interments, as well as offering pathway connections, seating areas with shelters, landscaping, turfing and irrigation to Burial Lawn 9 at the cemetery.
As part of this project, Council will:
- construct burial plots and ash interments
- install new turf and plant native trees
- undertake excavation and trenching work to install an efficient irrigation system connected to the upgraded water network
- construct a concrete pathway and sheltered seating areas.

East of Southwood Road, Stuart – KZ Emergency Bypass Water Pressure Main Installation

Townsville City Council is preparing to install a new emergency bypass water pressure main underneath the Bruce Highway above the North Coast Railway crossing overpass and below the Stuart Landfill, east of Southwood Road.
Works will involve tunnelling the pipeline under the highway to limit the impact on road users. Once installed, the new bypass will eliminate the risk of pipeline failure underneath the highway, ensuring water supply reliability for downstream residents into the future.
To connect the new pressure main, Council will isolate the local water network, resulting in a temporary water loss for approximately eight (8) hours at night.
Suburbs affected by this water disruption include Nome, Alligator Creek, Mount Elliot, Elliot Springs, and Julago.
As part of these works, Council will:
- shut off the water and cut in the new connection points into the existing pipeline, each side of the highway
- tunnel the new pipe section underneath the highway
- excavate trenches and install the remaining pipeline
- connect the three sections of pipe together to provide a complete bypass of the existing pipeline
- reinstate and clean up the site.

It is essential to prepare by storing enough water in containers before this water disruption. When Council restores the water supply, it may initially appear discoloured. To address this, run taps until the discolouration disappears. Furthermore, Council recommends turning off automatic washing machines during this time.
You may also experience a temporary drop in water pressure following these works.
Council will have complimentary bottled water for residents to collect at the Ampol service station in Alligator Creek and the BP service station in Elliot Springs.

Henry Lawson Street, Horseshoe Bay – Bridge Works

In response to feedback from the Magnetic Island community, Townsville City Council has conducted an additional structural assessment of the bridge, which provided the following recommendations:
- Maintain the current load limit of two (2) people.
- Conduct monthly visual inspections to monitor the condition of the structure and its temporary supports.
- Assess defects and corrosion every six (6) months.
Based on these recommendations, Council is working with a structural engineer to prolong the life of the pedestrian bridge and relocate existing services as a safety measure.
As part of this project, Council will:
- under bore the creek between Pacific Drive and Henry Lawson Street
- install a new water main, sewer pipes and a telecommunications conduit
- connect and commission the new services
- disconnect the existing services to the bridge
- reinstate the existing footpath and carpark.

24/02/2025 - Palm Tree RemovalsCouncil's Principal Arborist recently conducted a thorough inspection of the Yule Street, Picnic Bay amenities renewal site and identified three Foxtail Palms for removal. The decision to remove the palms was made based on the certified arborist's report, with safety and the successful completion of the amenities renewal project as a priority. Council recognises the value of trees and is committed to minimising the impact of their removal by carefully planning replanting and proper placement. Works will take place on Monday 3 March 2025 and are expected to take one (1) day to complete, weather and project conditions permitting. As part of these works, Council will:

Council is carrying out a project to renew the public amenities in Yule Street, Picnic Bay on Magnetic Island.
This work is necessary as the existing amenities have reached the end of their useful life and are no longer compliant or functional.
The Magnetic Island community consultation in 2023 favoured upgrading the amenities at their current location.
Works will include:
- demolition of the existing amenities and septic system
- construction of new amenities and associated services including water and sewer connections
- site remediation for disturbed areas following construction.
The new public amenities will include unisex accessible and ambulant facilities.

Yule Street, Picnic Bay – Picnic Bay Reservoir Roof Replacement

Council is replacing the roof of the Picnic Bay Reservoir, which provides potable water for Picnic Bay and parts of Magnetic Island.
To install the new roof, a crane will be used, and Ergon will temporarily disconnect nearby power lines for safety. The few affected properties will be notified in advance of any power outages or disruptions.
Local contractor A. Gabrielli Constructions is undertaking the work on behalf of the Council.
Works will include:
- removal of existing reservoir roof
- construction of new roof and associated framing, structure, and linings
- installation of ventilators, access ladders, and an access platform
- the disconnection of power lines, causing two power outages on separate days, two weeks apart, affecting only a small number of local properties.
- the first single-day shutdown will be on Tuesday 11 March 2025
- the second single-day shutdown will be on Tuesday 3 April 2025
- Ergon will be notifying the properties that will be affected.

The Strand Water Park, which is around 25 years old, has an electrical switchboard that is in poor condition and outdated. This switchboard powers the water park along with surrounding BBQs and lights, and needs to be replaced to provide efficient, sustainable service to the facility.

Phase Five involves upgrading the pathway on the southern side of Gregory Street between Eyre and Mitchell Streets.
In preparation for the upcoming pathway upgrade, Council will first replace a section of the existing water main that runs along the footpath between the corner of Eyre and Gregory Streets and Urban Loft.
These works will start from Monday 28 April 2025 and are expected to take one (1) week, weather permitting. Council will undertake these construction activities as night works.
Night work hours are from 6pm to 6am Monday to Saturday. In exceptional cases, work may be required outside these hours.
Works will include:
- traffic management and installation of temporary fencing
- removal of existing pavers and associated materials
- excavation of trench and install water main
- backfilling and relaying pavers.
Once the work is completed, we will clean the site, remove the temporary fencing, and reopen the pathway and the road to the public.
Council assures businesses that access will remain open throughout the project. We will make every effort to minimise disruptions and keep stakeholders updated.

- resurfacing the Charles Street and Fitzroy Roundabout in one (1) night
- resurfacing Fulham Road between Mill Drive and Charles Street in three (3) days
- resurfacing Charles Street between Fulham Road and Fitzroy Street in two (2) days.

Council’s Principal Arborist has recently conducted an inspection of all trees located near streetlights along Riverside Boulevard, specifically between Angus Smith Drive and Windarra Avenue, Douglas.
Maintenance work will be carried out on all designated trees. This includes the removal of identified tree branches and associated foliage to prevent them from obstructing streetlights or falling onto the roadway and pedestrian walkways.
Works will include the removal of the tree branches and mulching. Council arborists will oversee complete landscape maintenance to ensure the health and growth of the trees, preventing further damage to infrastructure and community safety.
