Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
As part of this commitment, Council, in partnership with the Department of Transport and Main Roads (DTMR), are undertaking the open drain works. Council and DTMR will also install a noise wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
The noise wall will extend from 8 to 14 Marigold Court and 55 to 61 Honeysuckle Drive.
Council expects to complete these works by October 2024, weather permitting. We apologise for any inconvenience this work may cause and appreciate your patience.

Environmental Restoration
315 Stuart Drive, Wulguru – Environmental Restoration

Works will involve the removal and mulching of woody weeds, bank stabilisation, and the installation of erosion control materials building upon previous efforts downstream.
Residents and businesses close to the works may experience some temporary construction impacts including:

1/47 Old Common Road, Rowes Bay – Mundy Creek Environmental Restoration Works

Townsville City Council will be undertaking the Mundy Creek restoration works.
Works will involve the removal and mulching of woody weeds and revegetation to reduce the impact of erosion and make the beach resilient to future weather events.
The Mundy Creek removal and mulching is currently underway with revegetation works commencing from Wednesday, 26 June 2024. Works are expected to take six (6) months to complete (weather and project conditions permitting).

Sherriff and Archery Park, Mundingburra – Riverine Site Maintenance

Townsville City Council has been successful in securing funding to undertake Riverine Site Maintenance.
This project is proudly funded by the Commonwealth and Queensland Governments through the Disaster Recovery Funding Arrangements (DRFA) and delivered in partnership with Council.
The DRFA program provides disaster relief, recovery payments and infrastructure restoration to help communities recover from the effects of a natural disaster. This funding follows from the previous DFRA Riverbank Restoration grant used for works in local areas impacted by the 2019 monsoon event.
This project is scheduled to commence early October 2024 and will involve the remediation, infilling of past plantings and minor rectifications to the Sherriff and Archery Park riverbank in Mundingburra.
The initial intensive phase of works is expected to take four months to complete and includes:
- maintenance weeding
- mulching
- planting.
Please note: Work will not be continuous across these months but in four stages.
After these initial works are completed, ongoing low impact maintenance weeding will occur periodically until June 2026.
Works may involve:
- weed removal, including onsite chipping of woody weeds
- delivery of mulch by trucks, and spreading of mulch with machinery and ground crew
- extensive native tree plantings to riverbank to deliver long-term bank stability
- closure of the footpath and some parking bays
- safety fencing installed for pedestrians and vehicles
- noise, flashing lights and dust.

Hillside Crescent, Townsville City – Top-City Reservoir Upgrade Works

Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
UPDATE - 21 August 2024:
Over the coming three months, concrete pours for the upgrade of Top City Reservoir will be ongoing. These will involve concrete trucks reversing up Hillside Crescent, with up to 10 trucks required on the day of each pour. The truck movements would be around one truck every 45 minutes. The pours will generally occur in the mornings, with a pour once weekly.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities. Council forecasts the concrete works to take two months to complete, weather permitting.
Palmer Street, Townsville City – Surveyors in Your Area

As part of the 2024/25 Budget, Townsville City Council is introducing changes to paid parking and plans to install paid parking meters along The Strand, Gregory, Mitchell, and Palmer Streets and in and around the Fulham Road medical precinct.
Before we begin construction activities, you may notice Council surveyors in the area. Their role is to mark the location of the new meters on the ground, which is a crucial step in preparing to install ground footings and locate underground services.
These activities may involve:
- temporarily closing on-street parking bays
- machinery operations
- vehicle movements
- lighting
- odours.
We understand this may cause some inconvenience, and we appreciate your understanding and patience during this time.
Ross River, Kelso – Ross River Dam to Douglas Water Treatment Plant Revegetation Works

The installation of the Ross River Dam to Douglas Water Treatment Plant pipeline is almost complete. This pipeline is crucial to Townsville’s water supply which provides 85% of the city’s water. As the project moves into its final stages, Council will work on rehabilitating areas affected by the pipeline construction activities.
Revegetation works are forecasted to commence on Riverway Drive and the Ross River crossing in September and be completed by the end of November 2024, weather permitting.
Residents and businesses near the revegetation area may experience some temporary impacts including:
- noise
- truck and heavy machinery movements
- occasional dust.
Parks and Playgrounds
Harold Phillips Park, Garbutt – Skate Park and Sport Field Project Update

Murray Skate Park Upgrade works are ongoing that will deliver free-flowing, transitional skating lines with challenging features that aim to provide a unique family-friendly, modern, and activated skate park for the community and visitors to enjoy.
Key activities completed include:
- construction of the new skatepark upgrade
- ground foundation works.
Upcoming construction activities:
- The Murray Skate Park, along with the off-leash Dog Park, will be temporarily closed for the removal of asbestos and designated construction material. This work is scheduled to commence on Monday 30 September 2024 and is expected to take two (2) weeks to complete. Removal works, along with temporary closures, will be in place from Monday to Friday, 6am to 4pm. However, both the dog park and skate park will be open outside of these work hours, including weekends.
- During these works, access to the Murray Skate Park and adjoining off-leash Dog Park will be restricted. Signs and barricades will be in place to isolate the asbestos removal work area.
- Asbestos removal work will be undertaken by a licensed asbestos removal contractor. Workplace Health and Safety Queensland will be notified of the work. An asbestos removal control plan (ARCP) will be developed to ensure that adequate measures are in place to minimise risk and meet regulatory requirements.
- Works are scheduled to be completed late November, including the installation of shelters, landscaping, irrigation, and the addition of concrete pathways.
Council advises that an Occupational Hygienist has been engaged to review the ARCP and undertake assessments of the risk controls in place during the work. This will include monitoring for airborne asbestos fibres around the perimeter of the work area. After the removal works the Hygienist will perform a clearance inspection including air monitoring clearance certification before the project site opening.

Council’s Arboricultural Officer has recently completed a detailed inspection on an identified tree that is positioned within the nature reserve adjacent to the McLean Street, Fulham Road and Charles Street roundabout, Gulliver.
The decision to remove the tree was made based on the certified arborist’s report that the tree is beyond remedial care. No further arboricultural management practices can be recommended to safely retain the tree.
The tree will be removed, and the stump will be ground to ground surface level with all surface roots removed. Suitable trees will be planted in the vicinity of the removed tree but not in the exact location to replace the equivalent lost canopy cover.

Townsville City Council recognises the value and important role of trees in the urban landscape. In managing the City’s Public Tree Network, Council must balance various risks against the social, economic, and environmental benefits Public Trees can provide.
Council will undertake landscaping maintenance works to all identified trees and hedges directly behind residential properties along Fernbank Parade, Idalia as indicated via the red line overleaf.
Works may involve:
- removal of tree branches and mulching,
- operation of machinery,
- noise, dust, and flashing lights.
The purpose of the maintenance will include the removal of identified tree branches and associated foliage to avoid the branches impeding or falling into residential properties, open spaces and or pedestrian walkways causing maintenance concerns, potential infrastructure damage and a risk to the public.
The maintenance aims to ensure that the hedges are trimmed to match the original design and that the trees, shrubs, and vegetation remain healthy and continue to grow without causing damage to infrastructure or compromising community safety.
Please be advised that due to the proximity of these works to residential properties, some vegetation may fall into your yard, if this does occur, please place the green waste back over your fence and Council will collect it later.
Pioneer Park, Riverway Drive, Thuringowa Central – Tree Removal

Townsville City Council recognises the value and important role of trees in the urban landscape. In managing the City’s Public Tree Network, Council must balance various risks against the social, economic, and environmental benefits Public Trees can provide.
Council’s Arboricultural Officer has recently completed a detailed inspection on an identified Rain Tree positioned within the nature strip adjacent to the pathway network in Pioneer Park, Thuringowa Central.
The decision has been made to remove the tree based on the certified arborist’s report, which identified that the tree has significant borer damage, which has led to a serious decline in its internal health and poses a high risk of tree failure.
No further arboricultural management practices can be recommended to retain the tree safely.
To safeguard the community’s safety, the tree will be removed, and the stump will be ground to 200mm below the ground surface level with all surface roots removed. Suitable trees will be planted near the removed tree but not in the exact location to replace the equivalent lost canopy cover.

A decision to remove the tree has been made based on the certified Arborists report that confirms the tree in poor health and has become a risk to the surrounding infrastructure.

Council is preparing to replace an aging 100mm diameter water main along the footpath of the eastern side of Riverway Drive from Allambie Lane to Jennifer Street, Kelso.
This project is part of our annual Capital Works program, which is essential for maintaining Council-controlled assets like the city's water
network. We aim to ensure that we meet the community's water supply needs and continue supporting the growth of our region.
Council plans to undertake these works in advance of the Queensland Government's Department of Transport and Main Roads Riverway Drive Stage 2 project.
This project is funded by Townsville City Council.
As part of this project, Council will in stages:
- excavate and install a temporary on-ground poly water pipe to maintain water supply to houses
- excavate and remove the existing aging water main
- construct a new 100mm diameter water main, including new water connections and fire hydrants.
